The power level on this guy means your players won't use it until they're facing some really dangerous enemy. Plan accordingly, maybe with an enemy that's invincible until a puzzle is solved so the battle and the candle become part of the puzzle. In such a case, it might be a good idea to abandon the random burn rate (but keep the illusion of it) in exchange for a narrative burn rate, so that a roll of the dice doesn't smash their carefully-thought-out candle plan.
